Guide For The Preparation Of An Emergency Restoration Plan

This guide provides a recommended procedure for the safe, efficient and orderly restoration of transmission lines after a major failure. It is designed to help utilities prepare their own emergency restoration plans in relation to the existing plans and strategies of their organizations and governmental agencies.
A supplementary guide for the preparation of a mutual emergency assistance agreement is included in the appendices and covers the elements to be agreed upon between the two parties along with the data that a requesting company shall provide to facilitate a fast mobilization of the responder. Checklists are proposed to accelerate the emergency assistance.
