Inspection Techniques for Detecting Latent Damage to Existing Overhead Transmission Lines from Previous Ice and Wind Storms

A checklist template has been developed to facilitate the customized inspection of transmission line components for latent component damage after a severe ice and/or wind storm event has taken place.
This report includes sufficient technical and illustrative details to permit a user to customize the checklist template for application on a specific transmission line section for any given storm severity level of the user’s choice. While the report suggests six typical storm severity levels (i.e. three for wind and ice storms and three for wind only storms) for use when determining if latent damage has occurred, the information provided allows the user to establish their own storm severity levels. In either case, the contents of this report can still be used to establish custom checklists for each line section and each storm severity level. The field and laboratory inspection and diagnostic techniques described in the report help carry out only those necessary inspections based on the customized checklists. The results are then analyzed to determine what corrective action, if any, is required.
The use of the checklists and the direction provided in this report should facilitate the reduction of the number of subsequent transmission line structure and component failures resulting from undetected latent damage.
