Review Various Options to Prevent Cascading Type Failures and Assess their Cost Effectiveness
Abstract
Many transmission lines have experienced large-scale progressive collapses called cascades. This study investigates and reports on measures to prevent transmission line cascades and reduce the damage caused by cascades. The report includes a description of how cascades start and progress, reviews the literature for examples of historic cascades, examines those cascades to see what lessons can be learned. Additionally, the report reviews previous studies by the WISMIG concerning current design practices and load control devices, reviews the longitudinal loading and security provisions of current guidelines and standards, and assesses the methods currently available and in development for preventing and mitigating cascades. Cost estimates for applying four methods for preventing or mitigating cascades to an existing 765 kV transmission line and for applying four methods to a prototype 230 kV line are included.
