The purpose of this Commissioning Guide is to provide general guidelines, best practices, and typical reference procedures to assist engineers in understanding, planning, and carrying out the commissioning of major equipment for hydroelectric stations. The objective of a commissioning program is to ensure that all of the equipment can be operated safely and reliably as an integrated assembly, as required by the design specifications and performance requirements; this is achieved by performing a series of carefully planned tests and assessing the results.

This Commissioning Guide assists commissioning staff, plant owners, and contractors in developing and resourcing a plan for the orderly and sequential testing of all of the major station equipment at the end of the construction (or refurbishment) phase of work. Carrying out a successful commissioning plan ensures that all equipment is ready for acceptance and eventual transfer to the station owner/operator for normal and reliable commercial operation.

This Commissioning Guide deals with hydro units of the reaction type and is applicable, with appropriate modifications, to impulse type units. It focuses on the major water-to-wire equipment and assumes that auxiliary systems and equipment have already been successfully commissioned.
