Electrical utilities are under increasing pressure to perform under a wide range of non-utility triggered events including natural events, such as extreme weather and flooding, as well as human-induced events such as physical and cyber-attacks. New research into electro-magnetic pulse and geomagnetic disturbances has demonstrated an exposure to risks not previously considered. This report reviews the current understanding of the risks faced by utility substation infrastructure, examines ongoing risk management initiatives and proposes mitigation measures to address non-utility triggered events. A guide for the development of an Emergency Restoration Plan is also included.
