IEC 61850 is an international standard defining data, services, and specifications that regulate the communication with intelligent electronic devices in the substation. Standard is much more than a conventional communication protocol and is intended to support the interoperability among the IEDs, provide a safe method to utilize the modern communication technology in substation, and gradually be applied into other power system domains, such as hydro, wind, and distributed energy resources (DER). This report’s main objective is to provide a comprehensive user-friendly guide for the application of IEC 61850 in the design of new substations and the expansion and/or refurbishment of existing substations, and to include a methodology for quantifying the benefits of the new design attributes. The guide provides a solid basis for protection engineers to understand the IEC61850 requirements and methodologies for testing and staff training.Keywords:IEC61850, Logical node, Logical device, Merging unit, Data attribute, GOOSE, Sampled value.
