This report provides utility professionals with comprehensive information about the purpose, design and functionality of power system stabilizers (PSS) – the methodology for tuning and periodic performance verification. It also provides a detailed overview of PSS commissioning practices and the dynamic tests required to determine the overall excitation system effectiveness and compliance with the requirements of NERC Reliability Standards. It also reviews actual application factors and cases that require reviewing the PSS settings and control adjustments.
The report is continuation of previous work on the subject of PSS applications. Concepts fully covered by the previous work, such as power system stability and modelling, are only briefly mentioned in this report in order to provide context for related topics.
