This study’s overarching goal is to characterize the potential for gas heat pump technologies as a demand side management (DSM) measure in FortisBC’s service area. FortisBC intends to use this study to determine the feasibility of launching a pilot, and to ultimately offer Energy Efficiency and Conservation funds for this group of technologies.

In support of this goal, this study assesses space and water heating energy demand among FortisBC’s residential and commercial customers, characterizes market structure and the relevant market actors within BC, identifies key market barriers and potential program risks, quantifies potential upgrade performance and overall conservation potential, and reviews existing research and market interventions.
