The objective of this project is to prepare a state of the art report to develop a statistical methodology for determining the optimum inspection sampling of all major line components including insulators to provide an overall condition of the line with a certain degree of confidence. The methodology should provide guidance on how this sampling should be done for each line component based on the deterioration mechanism, as well as the failure mechanism and how it will affect the inspection time, repair time, the overall maintenance cost and the assessment of risk. For each component, this study should result in: 1) an algorithm that utilities could use to select the number of random samples and/or 2) where to take samples to assure that the worst ones are being found and tested.
